I wonder if sadly they did end their steam program if that would also end their no foreign steam policy also which I believe is in place only because they do have their own steam program they invest in? The UP steam program ending is definitely NOT the way I would want that door to open, would rather they just be more open to other steam engines in certain case by case basis in certain areas of their system. Not that it would matter at this point in time anyhow if they did allow other steam engines to run under Amtrak insurance on UP rails. Amtrak’s current excursion policy kills any options to run a public excursion on any railroad.
