Winchester OR rail yard

I see new ballast in the Roseburg replacement rail yard at Winchester, is the work ongoing or at a standstill since the state withheld funds?
I could find no semaphores on the Siskiyou line, are they all removed? Is there any traffic at all between Medford and Weed?
A stop in the small town of Talent OR is worthwhile. They did a great restoration on the original O&C depot building, the type that was in most small towns, and still on site.
