Paso Robles and horns

The engineer on this Santa Margarita local just taps the horn through Paso Robles.

Are UP crews trained to use the horn lightly through residential areas?

Or is the crew just being considerate on their own? Just wondering.

I Googled horn rules online. Seems to me the crew is doing everything 100% by the rules:

- Per the CFR, crew can deviate from the LONG-LONG-SHORT-LONG pattern:
"This pattern may be varied as necessary where crossings are spaced closely together."

- Rule does not stipulate the durations of long and short blasts. [metrr.com]
