I would be the person who responded from Iraq. I am retired from the Air Force and employed as a DOD civilian here in country. Railfanning per say is not impossible but highly improbable. Iraqi National Railways are slowly coming back. North-South service is pretty much in place and there is a daily roundtrip passenger train from Baghdad to the port city of Basra. Rail service will play a role in the commercial restoration/revival of Iraq. Equipment that runs here is European in design. Personally I would love to see the Baghdad-Ankara through service come back some day.
Now if you like airplanes.....its a hoot here. Have flown the much talked about OSPREY and seen a variety of other aircraft from the west and also the itinerant Russian built aircraft that turn a buck shuttling freight around the country.
