That doesn't matter.
We're talking PTC here. The entire route is under PTC.
UP has sat on it's hands and done absolutely nothing to
get the steam locomotives into compliance with these FRA
regulations. UP has not participated in the group of
other steam operators that is working with FRA to come up
with a way to adapt PTC equipment to get their locomotives
into compliance.
UP applied to FRA for a waiver to operate the steam locos
without PTC. I have not heard whether or not FRA has
granted the requested waiver.
If the waiver isn't granted (or if UP doesn't get it's
thumb out), the steam locomotives cannot lead in PTC
territory. A PTC-equipped locomotive MUST lead.
