Here's the general text from Representative Alexandra Ocasio Cortez's resolution (emphasis added):
The goals described in subparagraphs of paragraph (1) above (referred to in this
resolution as the ‘‘Green New Deal goals’’) should be accomplished through a 10-year national mobilization (referred to in this resolution as the ‘‘Green New Deal mobilization’’) that will require the following goals and projects—
8) overhauling transportation systems in the United States to eliminate pollution and greenhouse gas emissions from the transportation sector as much as is technologically feasible, including through investment in—
(i) zero-emission vehicle infrastructure and manufacturing;
(ii) clean, affordable, and accessible public transportation; and
(iii) high-speed rail;
Nothing here about banning automobiles or airplanes or building rail lines across the ocean.

I don't agree with all of the things that Congresswoman Ocasio Cortez has said and this resolution is extremely ambitious. However, with respect to transportation and the environment, her heart and mind are in the right place.
I'll take her any day over Donald Trump who campaigned on improving transportation infrastructure, but has done nothing to improve passenger rail as president. On the contrary, his "Skinny Budget" proposed to eliminate all long-distance passenger trains, he has dragged his feet on the sorely needed Gateway Project and his Secretary of Transportation came from the Heritage Foundation which is staunchly opposed to federal funding for Amtrak and public transportation.
I'll also take her any day over Congressman McClintock (R-Roseville) who sponsored legislation to eliminate Amtrak funding and all of his Republican colleagues who voted for that amendment (no Democrat voted for the measure). I contributed funding to McClintock's opponent, Jessica Morse. Unfortunately, she did not win.
