As OPRRMS said, I highly suspect a DPU locommotive can do everything an Air Repeater can and better.

It has the Dynamic Brakes and air charging ability thet the OP mentioned. It can be MUed with one or more locos to do more of the same. It also helps pull the train and can aply brakes independently for better train handling.

So, no need to reinvent the wheel. Now air triple valves? That's another matter.
