Uh... Maybe because passenger trains haven't regularly operated over these districts in over ten years? On the rare occasion of a re-route or special then freight speed will just have to be good enough. I suppose that if passenger train service was to resume then the UP would have to ..... wait for it..... put out a new timetable SSI re-introducing passenger train speeds. Oh the horror. The UP has really jumped the gun on this one...
