Just pointing out some of the costs involved -- to many people, such as our current beloved dear leader -- just don't want to see and thus oppose a sane policy. What would BNSF,UP, MRL, CSX, KCS, NS, CN, CP, et al get from passenger trains? Intnagibles such as advertising and a better public image? Tax breaks aren't all that bad of an idea. Another question: How do you assure good service and good trains and good staffing? While many roads, such as NP/BN operated their trains with a good deal of pride until the end, others didn;t and ran shoddy, dirty and worse trains,with a bad attitude just to discourage passengers.
The basic fact is, we need a good rail passenger system. In the end we do need to look at other options than Amtrak, such as the big guys running them themselves. However it is done, such service needs to return to a bigger system serving more towns, and to be dependable, afforable and timely. Hence my comment on establishing priority for these trains. Like it or not, we're going have to pony up... But there are some things we, as a society simply need to do.
