My guess is some money now gets shifted to local projects, which will be a popular move with much of the public.
As a political payoff LA will get most of their transit plans for the Olympics done.
LA-SD gets mostly 2 main tracks faster, allowing Coaster expansion.
Now that SF-SJ has gotten it's electrification using the HSR pretext, does the currently hot topic of multiple new BART & Amtrak SF-Oak tunnels at some point also jump on the "It will enable future HSR" to grab more funding? Not just SF-Sacramento, but SF-Altamont-Merced? Please the Peninsula NIMBY's with no future HSR on the Caltrain route? What does SJ get as a payoff for being bypassed by future HSR, other than improved ACE?
SF-Altamont-Merced future HSR does make sense, put in a transfer station where it crosses the SJ-Oak BART line and also tie in a Dumbarton commuter service to that station. Perhaps shifting the Oak section of the San Joaquins from that transfer station to Merced as an interim phase of HSR expansion. Merced-Stockton-Sacramento expanded sooner? EBART extended to Stockton, replacing Oak-Martinez-Stockton?
