The French did make a proposal; it was turned down because it was predicated on Altamont, I-5, Tejon. The default direct routing which all the civilians use to go from NorCal to SoCal. Tehachapi detour lovers should immediately demand Amtrak re-route its bus from Bako to LaLa via Palmdale instead of I-5.
Again why build another Tehchapi pass line paralleling the Loop which is not compatible with freight? That aligment as passenger only would be way underutilized in relation to its very high cost. The needed north-south mountain crossing rr connection should follow the default route - Tejon-Grapevine.
In France the SNCF wants to reduce service to towns along TGV lines which they rate not profitable. It is hard to interpret what is the exact motive but it would seem art least in part to reduce travel times. JerryRail would have had the same problem with the smaller burgs protesting not getting as much service as they would desire, when the subsidy requirements started to mount.
