Well, what you promote here is the establishment of the second-level network, which is useful. BUT the prime-level should not be forgotten.
I can see some positive aspects, but only if this is a pause, used for improving the politico-economic environment for the high speed network in California (and Nevada). With that, I mean, for example the creation of an equivalent to the French "Déclaration d'Utilité Publique", which allows to considerably speed up the preparation work. Or to think over the whole procedure with studies over studies over studies, which then can be dragged to court over and over again. A positive effect of that, should be to reduce costs.
If that is not done, it is a declaration of bankruptcy of the 6th or so biggest economy of this world, not being able and willing to do such a little project.
