I ride the train often from Northern SD county to L.A. and one can see the entire area of cliffs along San Clemente-Dana Point area is littered with failed staircases to the beach level from the top. There is even one spot where a home feel on the hiway. (no surf involved).
There is legal street access near the old Del Mar Depot.
Cliff erosion is normal. At Del Mar the experts will tell you they are safe for now because they have driven pilings next to the tracks. Rip-rap and Concrete at the base of cliff in spots fight surf erosion. RR can't keep the locals off the cliffs because the locals feel entitled (up to and including the Mayor) to jog/hike there. NCTD tried ticketing for trespassing and City told them to stop.
