So we're looking at a little over 10,000 to nearly 14,000 feet of tunnel, in the alternatives, that would require nearly 5 miles of line relocation?
There is some really bad geology down in SD Co. along the coast, there can be underground water "flows" in this area, (with unstable soils/like why the bluffs erode so easily) that can have an almost "quicksand" consistency, which is probably why they want to go "inland" for a bit for more stable "rock" to bore through.
Yes, tunnels can be expensive, especially in difficult geology. And, from my own professional experience, if you really work at it, you could easily get a 2.2 mile tunnel to cost up to $3.5 billion dollars. But, we shouldn't really be "trying" to "engineer" that kind of "cost creep", so early in the planning process.
And, why wouldn't we design this for 110 mph. or 125 mph., Siemens capable. fully grade separated, HSR operational standards?
If SANDAG has to fund this, it could easily take 20 years. It shouldn't. We used to be a "can do" nation, building about 80% of the interstate system in only 20 years. Maybe, we should try using that kind of "can do" "model" again?
