No cut and cover will not cheaper, when you factor in all of the disruption, that is BS.
Just ask, Thorpe and idiot Zev, who had to repeal his infamously stupid LA "tunnel ban" about how all of the turnkey "design build" bids come in much cheaper than "cut and cover" to do a bored tunnel, with the excellent subsoil conditions, and none of the community disruption, construction delays, and costly urban utility relocation, for the ELA Gold Line underground segment.
Now, as to this smaller bored rail Del Mar rail tunnel somehow being inherently more expensive than a much larger bore highway tunnel, completed ten years ago.... that's an interesting assumption? What is that based on?
It's our taxpayer dollars, so yeah, let's set that "expectation" assuming massive project cost inflation, and offer up a bloated gravy train for the costs of this tunnel, before we've even tried to get competitive bids.
This is a perfect project for a design build competition. Of course SANDAG is under new management...so we will just have to see?
