I think there is a flaw in the reasoning.
How comes that the Madrid - Barcelona HSR almost completely dried up the air market between those destinations (and that was one of the busiest air corridors out there).
In the good old days, when DB started their high speed network, the slogan was "half as fast as flying, twice as fast as driving". And it worked out pretty well. Now, with faster trains and more and more tedious waiting times at the airports, the competitive distance increases.
Considering the air traffic between SF area and LA area, HSR should be a no-brainer at all. In addition, it can grab a few more corridors (which are, agreed, less important) at incremental cost (you get Central Valley to Coast pretty much for free).
The price difference for a new line for 200 km/h and 360 km/h exist, but it is not as big as one tends to imagine. With rolling stock, for a certain service (such as a train every 30 minutes), the faster trains may even cost less because you need fewer sets. And signalling, another pretty high cost component… for 200 km/h you need a communication-based system anyway (such as ETCS L2), exactly the same as for 360 km/h.
So limiting yourself to the lower speed is counter-productive, and costs more at the end of the day. That reminds me of the helvetic principle… save, no matter how much it costs (sparen, koste es was es wolle).
