I'm not sure that trespassing is involved to bag the shot in question. Tacoma's Titlow Beach City Park has a walkway/ access road to the yacht club that extends almost that far North. A similar shot of Southbounds with the Narrows Bridge behind, can be had where the access road crosses over the tracks on a wooden bridge, just South of where Steve took his ground level shot. I don't know how far the park property goes.
