Looks like the money for this from the air district was approved in 2016. Definitely a genset. Apparently Richmond Pacific is getting a couple of them, too, from the same grant period. According to AQMD materials, it's owned by the Port and leased to SFBR.

Side note: while going through their search results (why can't I sort by date?), found that the AQMD is funding Wine Train rebuilds this year.
