Wikipedia has something on that:
"On February 12, 2019, Governor Gavin Newsom in his first State of the State address announced that, while the Central Valley segment from Bakersfield to Merced (110 miles) would be completed, the rest of the system would be indefinitely postponed, citing cost overruns and delays.[9] Project cost escalated from an initial estimate of $33.6 billion in 2008[10] for the Anaheim to San Francisco section according to the 2008 business plan, and a $40 Billion total figure given to voters whose approval was sought in 2008[11][12] to between $63.2 billion and $98.1 billion (YOE) in 2018. Voters were also promised a 2028 completion date and $55 one-way Los Angeles to San Francisco fare in 2008.[13] In 2012 the Rail Authority re-estimated the project's cost at $53.4 billion (2011$) or $68.4 billion (YOE)[14] In 2018 the Rail Authority pushed estimated costs to between $63.2 billion and $98.1 billion (YOE) and initial service to 2029, with Los Angeles to San Francisco service in 2033.[15][16][17]. However, environment reviews for the entire San Francisco to Anaheim route would continue.[18][19] The cost for Bakersfield to Merced is $10.6 billion.[20]"
