I know that the plan in the past has been to have a cross-platform transfer at or near Merced, with electrification of the new line so that HSR trainsets could run and actually demonstrate true HSR. That was the plan. What will be done now is beyond my ken.
Bakersfield was to have a temporary station until the through tracks to Palmdale were(are) built.
So since nobody out there seems to know exactly what will happen (including me), I advise watchful waiting. Construction is going to continue and at least one more right of way contract is going to be let to continue north. Meanwhile, all the CEQA requirements for the entire route will be done, and probably acquisition of critical real estate for further construction.
Remember, much of the delay has been caused by law suits by the very people who have been criticizing the project for being behind schedule. So now they have the time to gets their ducks in a row. And (who knows) they might even change the route to satisfy some critics and enrage others.
