I finally remembered who must be the "eminence grise" in Newsom's braintrust: Willie Brown, his long time mentor. Newsom is not a train fan. He likes high profile and hot button limousine liberal "causes celebres". That is not mundane transit.

Willie Brown is connected at the hip with BART and MTC. He was one of the hatchet-men along with Quentin Koop who killed of the Caltrain TBT tunnel and diverted whatever monies that could be had to the poor-performing BART to SFO.

So Willie is probably advising Gavin to forget about the TBT tube and bottom level Caltrain-HSR station. Kopp also never wanted CAHSR to go beyond 7th & Townsend.
