GEs tend to be smoky too. Perhaps the air shot might be useful there.

EMD turbos don't seem to be quite as smoky. I read somewhere that their turbos are actually mechanically driven up to some notch (3 or 4?) then overrun the mechanical drive as the exhaust pressure builds up. That might help reduce the smoke at low speeds.
