Idle Freight Cars

I saw this photo over at Railpictures.net and it got me wondering why these cars would be stored so long, long enough for vegetation to grow as high as the cars, without being sold and/or scrapped. Seems like a waste of assets. Won't a significant amount of money have to be spent in order to make these road worthy if they're ever used again?
