A very interesting route that would make one hell of a fan trip if tracks were extant today. Over Rex Hill and thru the Elk Rock Tunnel on what would later be named the Jefferson Street Branch. The NIMBY mention pertains to obstinate local opposition to any use of the line for transit down to Lake Oswego. You can still ride the Willamette Shore Trolley (link.)
