Eric,
Quite possibly because the Road units used have only a Pilot Plow on one end only. That was the way the SP ran them in most photo's that I've seen. The SP 45T-2's had plows at both ends but the Cotton Belt versions front only. I'm not up on the current UP roster as to what they equip their new units with.
