Part of China's ambition to be the dominant world power.

Investing in developing nations to build up their economies. It's kind of like the old British empire which built railways in Burma and India.

Notice that Japanese auto makers have factories in SE Asia where labor is cheaper. Maybe China figures they can build factories in Africa.

Problem is that China has taken on huge debt in building their high speed rail network. You can't borrow forever.
