When China builds infrastructure in Africa, such as roads and railways, they bring in their own construction workers, the materials for constructing their housing, the food that they eat, and everything needed to build and run the projects. The only things they buy locally are sand and gravel. And, as you can see in the video, once a railway is in operation, it is operated by Chinese employees. The local population pays to ride, but gets nothing in return.
