The railroad just changed its core of operations.

There are major problems that are showing up.

It is being reported that work on a major PLANNED yard is being halted. UP already spent the $$$ on studies and permits to build it.

Can they abruptly change their minds?

Could they cite excessive storms flooding and terminals that can't fluidly process two mile trains as a reason not to run two steamies?

Remember that the company has no obligation to run steam engines. A diesel and a passenger train can get the job done. The steam program can be cancelled just like that!
