How bad is it for train crews to request...

Just casually listening and watching a near meltdown of scheduled railroading on the yellow peril in the Lone Star state. Anyways a very upset train crew was arguing with a train dispatcher over issues about the work being directed to be performed while enroute and not before leaving the terminal. Add to the situation that the train had to stop at every high wide detector due to offending straps triggering high-wide load detectors and being denied permission to set out the offending loaded pipe flatcar.
I asked the question because both the dispatcher and the crew sounded to be extremely stressed. The dispatcher finally relinquished and gave out two names of the managers and their personal cell phone numbers over the radio. I don't know if this is standard procedure to cite grievances, but the dispatcher added that they were both not answering because they were on vacation. Just wondering if this is standard protocol to give out such info?
