Agree, it's a good list overall. Nitpicks:

Caltrain has ended at 4th St. only since 280 was extended (was later cut back, but by now the old station property at 3rd/Townsend has been repurposed. Nitpick because it's only a block. And btw replacement of steam by diesel in the 1950s was actually an emission control measure...

Express lanes: I take issue with describing them as HOV lanes that allow singles by toll. It's actually the opposite. They're toll lanes that give HOVs a discount (most are half price for hauling a passenger, and free for 2 or more passengers). That's not actually a nitpick, because for practical purposes the "express lanes" have driven HOVs back into the general traffic, and the concentration on tolled vehicles results in unsafe (and high-emission) speeds in those lanes at congested periods. Meets EPA's criterion of making driving more annoying and expensive, though.

BRT - it isn't. True BRT competes with light rail, using a separate r/w except in terminal areas. What is being built in the Bay Area is Rapid Bus, or really what we used to call Limited Stop runs. They're faster because they don't stop as often, not because they run faster. Not bad, but not BRT. The only true BRT in California is in LA: Orange and Silver lines.

Ferry Terminal: at some point, the Ferry Building will have to be resurrected as a transit facility, not a shopping center. And the boats will need to support faster turnarounds. The design exists; it's just that (in the US) it's only used in Seattle and NY any more.

As for the FB-Dumbarton project (which is not in fact guaranteed, yet, to be rail), that's way to uncertain yet for promotion by SPUR. And besides, it's Silicon Valley, not SF, focused, and SPUR is mainly an SF-centered organization.
