SMART Delay Frequency

I'm getting text messages from SMART pretty frequently about various
train delays. They frequently report something like "the train to Rohnert
Park will be 10 minutes late due to ...."

What I don't understand is aren't these delays propagated through the system.
Namely if it is delayed 10 minutes at Rohnert Park (say, SB), won't it be 10 minutes
delayed arriving in Petaluma etc. etc.

Does anyone know how the frequency compares to other rail systems?
