When the economy droops there will be moves to sell off, divest, privatize ports and the new owners will cut payroll. You see this outselling and partnering currently in Italy which is bringing in Chinese large-scale investment in new maritime facilities. Salvini is getting even with Brussels.

Ports are just as saleable as airports - it is just a matter of time when the pols run out of money and grow desperate for patronage. The unions will find themselves expendable when there is commercial payola available. With total control of the media do the pols even need the few union votes any more?
