I'll read the article later but a couple of decisions have been operative in Kama-aina-land for some time. First they decided against any at grade street-running and second they wanted to take advantage of all the money spent on total grade separation(ala BART)and go driverless.
Whatever screwups in the rolling-out of the plan are another item. I believe they should have gone for traditional light rail with plenty of civil works in the congested areas and kept the union operators. 2 reasons: street running branches to places like Ewa Beach and Hawaii needs jobs. It has the tourist income so it can afford the union operators.
