Short term plan for the area is to build the missing northwest quadrant of the wye to improve access to the Port of Stockton for UP and BNSF unit trains. The southeast corner lot at Aurora Street and Scotts Avenue is now owned by UP, so you might get chased off by the railroad police if the homeless don't bother you first.
On a longer term, SJRRC is starting planning work to grade-separate the interlock like Colton Crossing. This will really help improve operations for UP, BNSF, ACE, and San Joaquins. It's going to be challenging though as they will need to trench the UP starting just north of the SR 4 viaduct to go under the BNSF and Mormon Slough before raising back up to grade before the MLK Blvd undercrossing.
The homeless situation in Mormon Slough has been getting worse and worse the last few years. Both the Airport Way and Wilson Way roadway bridges to the east have had to have emergency closures and repairs from significant damage caused by homeless fires.
