There is one thing one can say about Proterra… They have a good snake-oil level marketing.
But it is an issue with any BEB (Battery Electric Bus) with overnight charging… they need a big battery to last a whole operation day, and that adds a lot of weight (approximately 1 ton per 100 kWh, mainly more). And because the buses are low-floor, those batteries are on the roof, raising the center of gravity in a considerable way. I believe remember reading that in tests, such a BEB turned over when taiking a sharp curve.
There were also some official reports making look Proterra really bad, not on the electric drive part, but just as buses.
And, according to that article, those vehicles are expensive. For that price, you get a 60 ft Battery Trolleybus from a premium supplier (Hess); vanHool, VDL, Solaris are 10% less.
The biggest quatsch in that article, however, is the statement that MUNI's NewFlyer trolleybuses can be easily converted to Battery Electric…
