For what it's worth, railroads NEVER "store" their diesel locomotives with ANY water in the entire cooling system. Besides, just imagine all the various "hook-up" hoses that would be needed for your "keeping them warm" suggestion. Another thing, any/all diesel locomotives that are removed from "storage" in preparation for returning to active service, are run through a diesel shop for preliminary inspection and pre-lube, in order to circulate lubrication oil throughout the entire engine, prior to starting.
