For me the primary reason to electrify Caltrain is to humiliate BART and call into question the modal decision made by Bechtel ca 1960 to go for a mutant NYC subway.

So when the catenary is energized and emu's running it will be a glorious day and one for celebration, and consternation down at MTC-BART ghq.

On the other hand I am beginning to think perhaps the new techie-elite Peninsula deserves ghetto BART. Certainly Mountain View, tearing down 1970's apartments inhabited by ordinary joes to be replaced by townhomes for ritchie-riches. And where are Pelosi, Speier, Gavin to protest? Total phonies.
