Yeah, I get that its a fundraiser. Over the years, I've been to many fundraisers that did not charge anywhere near this kind money.
Eleven years ago, I rode on a steam excursion over the Reading & Northern which was a fundraiser for United Way. It was a round trip excursion with about twice the mileage of the UP excursion. That fare was only $75.00. Maybe the Reading & Northern ran the excursion entirely at its own expenses and the fare revenues went entirely to United Way.
In recent years, many mainline railfan excursions did not have photo run-bys. The last excursion on a Class 1 RR I rode, Nickel Plate over Norfolk Southern in 2015 did not have a photo run-by.
