UP has for years used #5 fuel oil, because Bunker C is
almost impossible to get any more unless you are near a
major seaport that offers bunkering services to large
ships.

It's hard to get because modern refining practices leave
far less bunker after other things are refined out of crude.

New International clean air regs for ocean-going ships are
going to cause the phase-out of bunker oil on large ships,
too.

#4 is even harder to find since it has so few uses, and isn't
much better than diesel fuel.

And also because it tends to violate clean air regs.
