Without going upstairs to the "library" and checking the Kratville book, I would first say that there really is no actual "top speed" for a steam locomotive. I've always heard the "old heads" say that "As fast as you have the balls to run 'em!" seemed to fit.
That said, the driver diameter on the 4000s is only one inch smaller (68") than what the 3900s have (69"), and I've been on 3985 at 70+ MPH. Since quite a number of 3900s were converted to oil burning and assigned to passenger service out of Portland, OR and LA, I would think that a 4000 should be good, and OK, for 70 MPH also.
