In theory, SF was supposed to have done a municipal power system back when Hetch Hetchy was built. HH power by federal law (the one that allowed the dam to be built in the park) can't be sold to PG&E. Not sure where they'll get the money, though: everything has to be bought at full market value, and in bankruptcy those assets will be priced as high as possible in order to get money to pay off the creditors. You don't get stuff at "fire sale" prices from bankrupt companies any more.
