They could also have gone to rubber-tyred metro, which would have been much quieter tho they may have been worried about rubber fires in the tube.

In the end why not exotic? - they do not have exotic in Manhattan, the starchitect city of god.

Omerta is the most effective cover-up - you are not going to find any evidence. No bugs - the Bechtels are not the Gotti's. This kind of decision is all lobbies, winks and nods. Just like the Tejon and Pacheco fiascos.
