This may represent some of the new political math we are using these days, in planning these things. Where you promise everyone everything, without getting into a lot of pesky "specifics" ("transit lines" WTF does that mean?), to keep count of the votes it takes to keep your job. This often requires as many lines on the map as you can fit (LACTMTA and Denny Zane's folks do a lot of this kind of political "wish list" "planning" these days...).

Where is the new national/international airport that is needed? Where is the high speed tunnel under UCSD? Where is the LRT extension to Miramar? How much will that tunnel or bridge to Coronado cost? What exactly is a "transit corridor"?

Then the miracle occurs, and you suddenly "magically" will get a 10% transit mode split....?

My recently updated "expectations" are already being greatly exceeded at SANDAG.
