Coal fines refers to the particle size of coal. "Fines" are particles of anything (ore, coal, rock, etc.) that are larger than "dust" but smaller than a single graded lump, nugget, etc. I'm sure there are industry specifications for exactly what particle diameter range constitutes fines.
They're often considered a sort of waste product. For instance, after a lot mining/smelting operations are shut down, contractors come in to recover the fines, the small bits of material that seem to take up every square inch of the place but were uneconomical for the plant to recover when it was actively operating/processing
