With all due respect, a stationary boiler operators license, no matter how stringent the tests, doesn't mean diddly squat to the FRA or to steam locomotive operations. The two are totally different.
A plant of water tube boilers is mostly automated. It is not subject to constantly and drastically varying demands, raw water chemistry that varies from day
to day and even intra-day. Then there is fuel quality to consider. The stationary plant is seldom subject to such radical changes in demand as a locomotive, nor is it trying to shake itself to pieces as a normal part of it's operation, as does a locomotive.
And another thing: stationary power plants are not nearly as dependent upon the skills and judgement of both the
engineer and the fireman on a steam locomotive.
And comparing the tea kettles at the Omaha Zoo to a full-grown road locomotive is about as valid as comparing a WalMart electric scooter basket to a Peterbilt 389.
