Just my opinion, but one thing is certain: you would have had 2 steam locomotives available for service all the time.

And there certainly would not have been 3 full years with no UP steam at all.

I suspect that had previous management been granted the virtually unlimited funding and unlimited hiring levels, as has been the case the last few years, there would have been 3 running some time ago.
