On what basis do you make that claim? According to the following articles, marijuana cultivation has major environmental consequences. How do you compare diesel exhaust from a locomotive with rodenticide used by pot growers?

Do an internet search on environmental impacts of marijuana cultivation. It's not so benign as implied in your post.
More relevant, comparisons to the railroad appear to be a moot point if the trail proposal advances.
