Does Arizona and Phoenix really want rail passenger service to and from LA? They had better figure out how to pay for it with State or local funds. That's how it works these days. As they are finding out in Indiana.
There is no more national rail network, and Amtrak is quickly becoming a "hollowed out" shell of itself. Which is why the Local JPA's, who have been paying 95% of the bills for rail service, equipment, and rail line improvements, for the last couple of decades, have effectively taken "control" of CA's intercity rail corridor services.
