There is also the problem of geography between Phoenix and California.
For Phoenix to LA, going to Yuma first is not exactly s straight-line. But building a new line that would roughly follow I-10 won't happen. You have the Chiriaco Summit to deal with, and would need another crossing of the Colorado River. Once you get to Indio, you have the already close to capacity UP line to deal with to actually get into the LA Basin.
For Phoenix to San Diego, sure the Arizona route works Phoenix to Yuma and on to El Centro, but beyond that, you have to contend with the SD&AE route and that terrain.
Sadly, we'll be driving for a few more years....
