Was that transportation bill on federal or state level?

Would the state of California be able to put up decent money for rail lines? (I guess we have to agree to disagree on CAHSR, but that's not the topic here).

Would it be legally possible to form a "California State Railway" with sufficient power to make decent services possible?

Is it just wrong idea that California should have enough economic power to build a decent rail system on its own?

I fully agree that there is no transportation leadership on federal level. …and where federal leadership would be needed (for example for technical standards), the expertise is horrendously lacking…
